Frederick County Law Complex

Project Description:

  • Provided complete Site Planning and Engineering services for an $ 18.1 million dollar, 63,000 sq. ft. office building and 6,000 sq. ft. vehicle maintenance building for the combined use of the MD State Police, Frederick Co. Police and Frederick Co. 911. Extensive project coordination/management with the owner, architect, review agencies and utility companies throughout design and construction.

Site Considerations:

  • Effectively designed segregated visitor and employee parking areas necessary for proper security, car, van and bus circulation, and fleet refueling. Successfully negotiated the approval of a communications tower with the Board of Zoning Approval. Designed and permitted a large, cost-effective stormwater management facility. Developed construction drawings, cost estimates, technical specifications, and provided bidding and construction administration services.

Westview Fire Station

 

Location: Frederick County, Maryland

Project Description:

  • Engineering, surveying and land planning for the construction of a new fire station facility along New Design Road in the Westview Corporate Campus Subdivision in Frederick County, Maryland. This project was a two-phased building construction project totaling approximately 11,000 square feet of administration offices, meeting/activity rooms, bunk rooms and three garage bays. Design services included grading, drainage, sediment control, stormwater management, connection to public utilities and coordination with Allegheny Power due to large overhead electric transmission line with one hundred foot easement through property. Stormwater management quantity was waived for this property, but stormwater quality was provided by a sand filter facility. Entrance improvements were required along New Design Road, along with a new median break with left turn lane. Prepared site work cost estimates and specifications and attended pre-bid and progress meetings. Plans for this project were routed to all Frederick County agencies for approvals and presentation was made before the Frederick County Planning Commission. Responded to Contractor Requests for Information (RFIs) and assisted architect in preparation of addenda/change orders as needed.

Frederick Co. Dept. of Highways, Myersville Maint. Facility Salt Storage Building

Location: Frederick County, Maryland

Project Description:

  • Engineering, surveying and land planning for the construction of a new salt storage barn along U.S. Route 40 at Pleasant Walk Road in Frederick County, Maryland. This project involved the construction of a twelve thousand square foot wooden storage barn with a large, lean-to canopy for equipment and vehicular storage. Fox & Associates, Inc. worked with Associated Engineering Services, Inc. on this project under AESI’s IDQ contract with Frederick County. Design services included grading, drainage, sediment control and stormwater management. Stormwater management design included quantity and quality control measures. A separate water quality facility was constructed upstream of the main stormwater management area to aid in the capture in contaminated runoff from the “hot spot” project. Prepared site work cost estimates and specifications and attended pre-bid and progress meetings. Responded to Contractor Requests for Information (RFIs) and assisted architect in preparation of addenda/change orders as needed. Plans for this project were routed to all Frederick County agencies for approvals and presentation was made before the Frederick County Planning Commission.

Frederick Transit Maintenance Facility

Location: Frederick, Maryland

Project Description:

  • This project consisted of design and construction of a new transit maintenance facility on Rocky Springs Road. The facility included 3 separate buildings, 5,300 sq. ft. administrative offices, 6,500 sq. ft. maintenance garage and 1,500 sq. ft. bus wash. Fox & Associates, Inc. was a member of a full service A&E design team. Civil engineering services consisted of planning and zoning services to obtain final site plan approval, complete site engineering design to obtain grading and building permits, preparation of bid documents and construction administration.

  • Engineering included site access and circulation, parking, stormwater management design, onsite sewer collection system and water distribution system, site grading, site landscaping and roadway improvements to Rocky Springs Road.

Frederick Memorial Hospital

Location: Frederick City, Maryland

Project Description:

  • Fox & Associates, Inc. performed zoning services, site planning, engineering and construction administration services for this 170,000 Sq. Ft. expansion to an existing 248 patient bed facility. This site also consisted of a complete redesign of the site parking and vehicular circulation patterns to accommodate private and emergency vehicles. Hospital remained fully operational during renovations.

  • Fox & Associates, Inc. prepared a master plan of the hospital campus for an additional 20-year lifespan. A site plan was prepared for the entire property and Fox worked as liaison with all approving agencies to obtain site plan approval as well as representing our client at all public meetings.

  • Fox & Associates, Inc. prepared final improvement plans for the re-designed parking lots, drive aisles, site utilities and stormwater management. We coordinated utility site improvements with the existing facilities for multi-phased construction.

  • Fox & Associates, Inc. prepared site landscaping for the entire site to meet City of Frederick Zoning requirements. In addition, Fox provided detailed hardscape and landscape design for a memorial garden.

  • Fox & Associates, Inc. provided extensive project coordination with the Owner, Architect, Construction Manager, Review Agencies and utility companies throughout construction. Hospital remained fully operational during multi-phase renovations.

Carroll Creek Parking Deck

Location: Frederick City, Maryland

Project Description:

  • Fox & Associates, Inc. teamed with Callas Construction and Helbing Lipp, Ltd. to develop the final site plan and improvement plans for the 550 space parking deck located on East Patrick East Street in the corporate limits of Frederick, MD. The proposed parking lot consisted of 550 parking spaces and access drives from East Patrick and North Market Street’s.

  • Consulting services consisted of preparation of boundary and topographic survey, final site plan for planning commission review and site engineering. The design included access and circulation, storm drainage facilities, water and sewer service connections, curb & gutter, sidewalk, landscaping and lighting improvements.

Special Site / Design Considerations:

  • The location of the parking deck created some unique design challenges. The parking deck is situated immediately adjacent to the existing historic structures adjacent to East Patrick Street to the north and North Market Street to the west and the Carroll Creek Flood Control Project to the south and required precise location of the adjoining buildings and coordination of the proposed building placement.

  • Access and circulation were critical to the function of the parking deck. Coordination with the Carroll Creek Project was essential to plan for future pedestrian access to the parking deck. The relative elevation to the Carroll Creek Flood Control conduit required a stormdrain pump station.

  • Topographic conditions as well as the presence of existing utilities created significant site development challenges. Access to the existing business’s immediately adjacent to the project could not be interrupted and was maintained throughout the duration of the construction.
